According to Corrierre della Serra, former England coach Fabio Capello suggested the Serie A legend as a solution to their current midfield problems.
De Rossi was open to a move earlier in the summer transfer window, at a time when Chelsea were heavily linked with the Italian international.
But the 30-year-old has developed a good relationship with the new America owners, who felt obligated to inform and discuss the £10m bid with him.
But the defensive midfielder "flatly refused" the opportunity to work under David Moyes at Old Trafford, according to the paper.

The Premier League are yet to return with an improved offer but look unlikely to succeed with a new bid unless De Rossi has a last-minute change of heart.
Moyes is desperate to strengthen his ranks, in particular his midfield following the retirement of Paul Scholes, and are reportedly interested in wantaway Madrid ace Kaka.
